It could be that and the fact that Charles/William/Kate/Camilla are considered Harry's immediate family, so they waved them off. Even as the rest of the royals watched and clapped as well.

Not all of them do. Queen Elizabeth had 8 adult bridesmaids. In this country, a young girl in a wedding party would be called a flower girl, but the British call them bridesmaids. They haves pages too which are the equivalent of ring barers. I think they must have instituted the practice of the kids to manage the crazy long dress trains. Or it might just be an opportunity to humiliate youngsters:

That is Sophie Winkleman. She's the wife of Lord Frederick Windsor, who is the son of Prince Michael of Kent - the Queen's first cousin (her father's brother's son). Just searching out that lineage made me realize why Charles wants to streamline the family.
