My point was that without policy and clear process, nor record of transfers there are two possible outcomes.

1) it’s never used and HBW benefits from no mid year HILT transfers and the 45 min blocks, so again HBW gets special treatment.

2) it could be used to transfer someone not actually eligible as a backdoor, since there is no document process or accountability.

Finally I said topic under debate, not the point of this thread. I am actually the OP of this thread, and approve of this side bar — as I had posted a thread months ago complaining that HBW had 45 min classes while neighborhood schools had the Lucy Calkins (TM) Block Scheduling, a trendy new schedule that only helps to eliminate homework since they burn half of class time doing class work on their own.


I wonder if this thread inspired the SB review it! That would be hilarious.

HB has a HILT program. You don't walk in off the street and register, you are placed there by a program coordinator. So it is different than what other schools experience.

Your kid didn't get into HBW b/c they weren't special enough, did not bribe the right person, speaks the English too well and isn't the right kind of sped kid. I found it for the PP, which took me all of 3 minutes. It's a tiny footnote on one table in the budget. Why be such a jerk about it though. I don't get it. It's not a conspiracy theory for people to say they want to see information. Share the information with people. I don't see mention of this policy anywhere else on APS website.

It sounded like a bit of a stretch and it's not great that the only mention of this is buried in a footnote in a table in a budget book and it's only mentioned obliquely without a fuller explanation. Of course this is intentional on APS's part because they likely know it would be inflammatory. How is APS deciding which ESL kids even get the HB slot? What is the process? How many are we talking about? And then why drop the clue it's in the budget book and not just provide the info? My question still stands. Why so defensive and not wanting to share information?



Seems APS is trying to hide this policy/program and this poster didn't sound too eager to share it either beyond using it to make their point which I still think is doubtful that HB is somehow carrying it's fair share of the ESL student load. The existence of this program with no or hard to find information on how many students or how they are selected doesn't really help the PP's original point. (Or is that buried somewhere else in the budget document and the next clue on this journey will be an insult-laden post about how any idiot could find it but we're all too lazy?)

It's odd actually that this is how it is handled by APS. Just own it APS.

It's not the only mention. Not the PP who provided this link, but I also knew about this program, and then some quick googling brought up more than one mention. Why didn't you do that?


NP. I googled. It’s not a lot of info that I can find. General mentions of the program existing. How many slots allotted for these students and how are they selected should be transparent.


Why? I think English language learner records are confidential, just like special ed records are. You wouldn't feel entitled to info about sped kids, or would you?


It’s not asking to see any individual student records. It’s aggregate data which APS presents all the time. How many seats are allotted to the program and what is the process for filling them is not confidential information.
