So the scenario you describe is someone leaves HBW who is part of this programs and that same month, a new family immigrates and takes their spot and there is no waitlist for English language learners? It's not a conspiracy theory for people to say they want to see information. Share the information with people. I don't see mention of this policy anywhere else on APS website.
