They might be able to track more than we think when they are off. I'm not entirely sure about that though. If this person is caught for stupid reasons, I'll be surprised. And I am not sure I believe there is an entire handprint on a (the?) gun. |

Are we sure he was wearing a vest? A Kevlar vest will not stop a rifle round at 200 yard and is very bulky. A flexible vest does not deflect a bullet but spreads the energy over larger area, preventing penetration. |
I've written tower dump warrants before. If the phone was off, it won't show up on a list of phones interacting with the tower. |
