Apparently ICE has been recruiting some unsavory/criminal people since before the ICE surge of 2024. At least two dozen U.S. Immigration and Customs Enforcement employees and contractors have been charged with crimes since 2020, and their documented wrongdoing includes patterns of physical and sexual abuse, corruption and other abuses of authority, a review by The Associated Press found. While most of the cases happened before Congress voted last year to give ICE $75 billion to hire more agents and detain more people, experts say these kinds of crimes could accelerate given the sheer volume of new employees and their empowerment to use aggressive tactics to arrest and deport people. The Trump administration has emboldened agents by arguing they have “absolute immunity” for their actions on duty and by weakening oversight. “A former U.S. Immigration and Customs Enforcement instructor responsible for educating new ICE officers on proper use of force told Congress Monday the agency's efforts to rapidly scale up its ranks will place recruits on the streets without the training they need to lawfully carry out immigration enforcement.
"New cadets are graduating from the Academy, despite widespread concerns among training staff that even in the final days of training, the cadets cannot demonstrate a solid grasp of the tactics or the law required to perform their jobs," Ryan Schwank said during a hearing organized by congressional Democrats. "Without reform, ICE will graduate thousands of new officers who do not know their constitutional duty, do not know the limits of their authority and who do not have the training to recognize an unlawful order. That should scare everyone," Schwank added. Schwank is an attorney and former career ICE employee who resigned from the immigration agency less than two weeks ago. A spokesperson for Whistleblower Aid, the legal group representing Schwank, said he quit the agency in protest. It stands as one of the first instances of an ICE official who has served under the second Trump administration publicly rebuking the agency and the adequacy of its training. "“For the last five months, I watched ICE dismantle the training program, cutting 240 hours of vital classes from a 584 hour program, classes that teach the Constitution, our legal system, firearms training, the use of force, lawful arrests, proper detention and the limits of officers’ authority,” said Schwank, who recently trained cadets at the ICE academy in Georgia. “They ceased all of the legal instructions regarding use of force. This means that cadets are not taught what it means to be objectively reasonable, the very standard which the law requires them to meet when deciding whether or not to use deadly force.
