It makes sense because having the federal troops in the commercial, nightlife, and federal district allows MPD and federal law enforcement to target high crime areas. Why is that so difficult to understand, especially for such an educated city?

Having federal troops in a city where the mayor did not ask for help and where there is no national emergency is dictator sh*t. How can *you* not understand this basic, fundamental fact. If you are concerned about dealing with real crime in a city, you do things to assist the police force and law enforcement institutions in that city. You don't send in the military. First, I understand that the District is different from any other city in the country, and since under federal jurisdiction, they can do whatever they want.

Were you defending folks who didn't want to leave their property after Katrina? Or wanted to carry a gun to defend themselves against looters? National Guard troops then violated their rights in the name of an "emergency." These guys are not doing that. They are providing deterrence with their presence, and allowing the police to focus on other neighborhoods. Honestly, we spend a lot of money for our military, and I would rather have them doing something that makes our life better, like defending our border and fighting crime than causing mischief around the world.

They cannot do "whatever they want". That is Trump's motto, but it is untrue. There are still rules about what the POTUS can do, he just ignores them and jackass*s like you shrug. We can talk about individual cases of things that have happened with the National Guard. But their presence in New Orleans was due to a horrible natural disaster. That is generally when they have been called upon in recent history. Their job is not to provide crime deterrence in a city that has no actual emergency, only the made up emergency of a demented and power-hungry POTUS whose real motive is to enact revenge on people he disagree with him.
