The FBI is looking into this guy and his family/friends for scamming the government - they had no-show jobs, didn't provide the services they were contracted to do (Federal crime #1). No they don't. But what they do investigate harshly is defrauding Congress, which it appears he and his company did. That's how he got on the FBI's radar. The FBI swooped in because it was pretty clear he was planning to defraud banks backed by the FDIC and flee the country. It's the totality of the crimes and his suspicious activity (wiring $250K of borrowed money out of the country) that caused the FBI to act.
