The guy arrested, Imran Awan, got hired first. Over the past decade he got 5 friends or family hired for more or less no show jobs, including a buddy freshly fired from McDonalds.

Median legislative assistant's wage is $43,000, yet the family's made $5 million since 2003 (not counting apparent theft and unpaid loans); Awan made $2 million (99.6% of the 25,000 other House employees over the past decade earned less) and got his 20 year old youngest brother hired for $160k/yr a couple years ago.

This has corruption written all over it.
