Yes - really a former judge advocate. The boats can absolutely be legitimate military targets. There is no need for a declaration of war to determine something is a legitimate military target. And if the boats and drugs are not destroyed with the first missile, you can fire a second.

ok, that's all and good, but give on on trying to find a technicality that is going to cause Trump's demise--this strategy is not going to work.

*killed 347–504 Vietnamese civilians--most were women, children, and elderly. (The lower count is that of the US government).
*used M16s and machine guns to mow down civilians and threw grenades into homes and bunkers
*raped and sexually assaulted dozens of girls and women
*mutilated bodies (genitals cut off, scalps taken)
*killed babies and children at close range, some thrown into mass graves while still alive

POTUS expanded the label and category of "terrorism" and terrorists. We all watched that happen. It was expanded to included illegal drug operations, the Antifa lose network and others. Obama focused on groups like al-Qaeda and ISIS and their families and support networks. There is probably more to this.
