I don't think he can be classified as "dumb" but he certainly has never been presidential material. This was evidenced in 2008 when he was destroyed in the Dem primary by two presidential people, HRC and Obama. He was lucky to have the opportunity to ride the coattails of Obama to victory over a terrible opponent in 2020. Pence, Vance, and Harris will never be as lucky as Biden because they are VPs of awful presidents.
