How would you explain those huge declines in crime last year if the prosecutors and mayor and council were all were causing the increase n crime? Why would crime levels conservative districts be increasing at a similar rate as well?

Yes but the cause must be something other than politics since crime has also gone down in many categories and crime is also up in rural and conservative areas.
