Why? I know you want to play gotcha. But, she isn't a sociologist, biologist, physician or psychologist. And she isn’t applying for a job in one of these fields. And she should not bring her religious or political views to the job.

She is, very smartly, staying in her lane. A more appropriate questions would have been whether she believes LGBTQ should be a rotected class. That would be an interesting answer. This was asking her to determine at what point some combo of genitalia and hormones make someone a man or woman. And that can be complex— especially since people are born intersex or with o clearly recognizable sex organs. And outside the purview of a federal judge.
