In theory, non-government work goes towards a separate business unit / PL statement. They take their share of costs like buildings, but your day to day overhead and indirect charging will be totally separate from the FFRDC business.

The biggest problem is that discounting labor on non-gov projects shrinks your direct labor base, which artificially inflates your overall indirect cost rate. As a result, the government ends up subsidizing your non-gov work by paying a disproportionately higher share of your company's overhead.

Meanwhile the actual fraud roars on.

The whole point of an FFRDC contract is to ask them to deliver an uncomfortable truth, regardless of whether you like the answer. You don't have to act on it, you're the government! It is not uncommon for a delivered analyses to quietly become shelfware because it is just too inconvenient.

If MAGA were smart they would look at historical FFRDC technical deliverables and try to understand why they were not acted on.

Instead, MAGA is going to lose the midterms due to their obscene grift and managerial incompetence. They public is paying attention.
