Mitre is by far the largest company operating FFRDCs. They operate something like 8 different FFRDCs. Wikipedia says they have 9000+ employees. Unlikely that every employee is diligent and hard-working in ANY company that size or larger.

Probably Mitre should split itself into 2 or 3 different companies. Also, Congress should limit by statute the number of FFRDCs that any one company/organization is allowed to operate.

FFRDCs are going to be impacted by agency budget levels, and nobody has a clue what is happening there yet. So, it is a big TBD.

I work in OSD and observed this too. Their staff are capable but nothing extraordinary.

There’s actually speculation they may try to consolidate FFRDCs further. Splitting them up makes them more expensive because they have to carry individual overhead expenses. There would be a lot of staffing redundancies, even on the technical side. The way it works now you may have one person supporting 2 or 3 projects for different sponsors so one FTE could be 3 multiple people providing specialized skills as needed.

Who knows how a consolidated FFRDC would be managed, but having a deeper technical pool is a good thing, in my opinion.

DHS COR here. My bet is the gov will consolidate STE to a few FFRDCs. Why does MITRE have so many of them? Just put it all under one IDIQ contract and let multiple agencies use it.

We’ve contracted w/ SEI and they’ve been fine.

Managing multiple FFRDCs like MITRE does is beneficial to the government because the technical experts can move around between different FFRDCs as needed. If all those FFRDCs were siloed (e.g., each FFRDC is run by a different company), then there would be a lot less sharing of knowledge and new capabilities and the company managing ine of those FFRDCs would have less flexibility to adapt to ebb and flow of needs. I know people at MITRE that split time between projects across multiple FFRDCs working for IRS in one and DoD in another. The common thread between the projects is their technical expertise, like Generative AI engineering for example.
