From her generation of blonde actresses, I'd say Charlize Theron or Diane Kruger are more classic beauties than GP.

This. Classic beauty does not mean "most beautiful," it refers to a particular kind of facial symmetry and proportion, which can be found in women of all coloring. There are many gorgeous women who are not classically beautiful. And I agree that if your definition of classic beauty does not include Grace Kelly, then your definition bears no resemblance to what the term actually means.

Yes. It refers to a fine boned face structure where the face is almost masculine-looking with high definition cheekbones. The look isn't cute or sexy. It is almost manly but with feminine features. Angelina is gorgeous but too sexy. Adele too.

I’ve always thought “beautiful” and “sexy”
are two completely different things.

Regarding Kate Middleton, I think people mean she's not trendy and has a sort of neutral, conservative "pretty" look.

When I think of classic beauty I think of symmetry and very balanced proportions. Yes, there is Old Hollywood Classic, like Grace Kelly, Vivian Leigh, Elizabeth Taylor, but classically beautiful is much broader than that in my opinion: for example, Lupita Nyongo, Alek Wek, Diana Ross, Whitney Houston....
