Op here. Quite a discussion going here! We’ve only seen the dog once more since then and it’s a fun dog for my 60 lb dog to play with, but as I mentioned VERY VERY strong and agile.

But I’ll add that yesterday I saw two different men in my neighborhood walking with their pit bulls unleashed. Both were well trained and stayed by their owners, but to me, that’s reckless.

That's reckless with any breed. Even if your dog is perfectly well-mannered, the dogs and others you encounter may not be.

Leash laws exist for a reason.
