Does the House really need a Speaker? If no one can get 218 votes, just start every legislative day with a free-for-all of votes to decide what will be debated on the floor that day. Then the losers of those votes can make motions to adjourn the rest of the day. That would still be more productive than McCarthy as Speaker.
