Grocery store. Harris teeter hires younger people, as well as others.

This. My son got his first job and started a month ago. The country club offered them a bonus if they could recruit their friends.

+1 My son was having trouble getting responses from businesses (even though they claim they can't find people!) but ultimately got a job through a friend's recommendation.

Also, focus on small local businesses not the big chains that will insist on an online application that goes into a big black hole.

Non seasonal places would probably prefer adults (see other threads about flaky teens) but may take a teen who wants part time hours through the school year.
Is he telling these places he is just looking for summer? That's going to be hard to find at this point.

He is submitting a resume with his online applications that has an objective that specifically states that he is looking for a summer position and wants to continue through through the coming school year.

that's the problem, have him do the same thing in person

Everywhere is telling him to submit applications online. I am guessing paper applications that you hand to the manager are a thing of the past.

I work in a coffee shop and we have rejected most of our teen applicants because they either just want summer work or want to continue, but have such limited hours during the school year that we cannot schedule them (A recent applicant said she could work 2 hours a night 2 days a week and occasionally weekends, but wouldn't know until a couple days before due to sports games). If he really is available for the school year, I would recommend applying online and then going into speak to the manager. Let them know that he submitted an application and that he looking for a job to continue past the summer.

Also, think about places like nursing homes, daycares, etc.

My teen was rejected by Wegmans because they weren't looking for temporary help.

Another parent chiming in to say that except for lifeguarding, it's not as easy to find a summer job as you think. Many places don't want just summer help and others require you to be 18.

for jobs like grocery store, apply and then resign at the end of the summer (or keep them part time though out the year). You are not required to tell a potential employer that it is a temp job

My teen got hired by a large retail store at the beginning of summer. They will want someone who will stay all summer and won't be gone for a few weeks and will also want someone willing to work part time through the fall and the holidays.

It took a lot of persistence on my teen's part and they had to go in person to submit the application, call and follow up, and call and follow up again before getting a start date. They hated the calling and following up but were glad they did it
