How is this backwards? This (lack of) governance approach is the GOP brand - their leaders, however, are not supposed to say the quiet part out loud.

This. His constituents knew what he believed. They just didn't CARE until infrastructure collapsed. Then they got mad. This is why I became a prepper when Trump was elected. His supporters don't care about facts. Society cannot stand when people just believe whatever their feelings tell them.

Many utilities effectively have a government protected monopoly and don't pay federal income tax. It's really very silly to pretend that electricity is a good you purchase on the free market.
