I agree. It was important at first, but I don’t care so much now. I put in an honest days work and the rest is out of my hands. And honestly, in the end maybe I get an extra $1-2k bonus for a 5 rating and it’s taxed at a high rate anyway. Whatevs.


This, and it's all agency and supervisor dependent, too. I got all 5/5 on a performance review and got like a $300 award. Not worth it, and my boss grades on a curve and rations 5s within the group because the department head made an offhand comment once about how no one's whole team should get all 5s, so it's whomever is her favorite at the time and not a measurement against KSA expectations like private sector.

He cares more about the department head than rewarding people on how they work? Horrible

At my agency I think it’s a 4.5 or above technically rounds up to a 5. Have to be a 5 to be eligible for QSI. Not all 5s get QSIs.

Only 5s can get QSIs, but not all 5s get QSIs. As someone mentioned above, they’re expensive so usually only one or two people in each work unit can get one. Some offices require that you have a perfect 5 (vs a rounded up 5) to get one.

You are most likely getting a Within Grade Increase (WGI). Same outcome, but QSIs are performance based. You can get a WGI and QSI in the same year.

Pp here. I know what a WGI is. I’m saying I get a QSI about every other year. I have only received a perfect 5 once. I’m an excellent employee. I’ve heard from HR that 5’s are very very rare. Usually one out of thousands of employees. Normally I get 3 5’s and then a 4. And it’s kind of bs and random what section I get the 4 in.

I've received 4.7's and 4.8's for a couple of years. My supervisor told me outright that she has been told that no one should ever receive a perfect 5 across the board. It varies every year what categories they give me a 4 in. And I've received two QSIs in 4.7/4.8 years.

Well your score must round up to a 5. The regs don’t care if you get a perfect score, but you have to have a Level 5 (or equivalent based on your agency’s performance management system) to get a QSI.
