If WhatsApp make a second group and title one: Family/Health and the other Family/Fun and ask everyone to post photos in the fun. Then mute it and periodically swipe/wipe out all the data. And once a week watch one and comment reply to be a good person.

If everyone is on iPhones, then the relative should use photostream for sharing photos and videos.

There isn't. Delay your responses and suggest a private fb group or something for her to post on. I know there are special apps, too.

It’s annoying but a non-issue. I don’t understand why you can’t just delete the videos?

Set up a shared photo album and ask her to upload the pics and videos there. That way when you want to watch them you can, and she won’t be clogging up your phone.

This is what I do. My in-laws have a what’s app family chat with constant videos and photos all day long. I changed my settings so things aren’t automatically downloaded to my phone. And I turned off notifications for the group chat.

You should be able to do all of the above for text messages as well.

Settings > Chat. Make sure the “save to camera roll” button is unchecked.
