Most unhomed lived in encampments by choice.
They have mental health issues and/or felony history
and/or problems with drug/alcoholism addiction
that prevent them feeling comfortable or allowed
in overnight shelters.

Wishing people would live in caves is having a heart? How about lobbying to commit more resources to hospitalization and day shelters? Your definition of having a heart seems a little medieval.

Obviously no one is ENCOURAGING them to live there, dolts. The fact is that they DO live there, and simply kicking them out without providing an alternative is stupid and heartless. WTF ARE THEY SUPPOSED TO GO??? WHERE CAN THEY LIVE? WHERE CAN THEY SLEEP? WHERE CAN THEY GO TO THE BATHROOM??? I see on the news when they clear these sites out, just taking away everyone's tents and belongings -- THEN WHAT??? They still breathe and eat and sleep and poop. Where are they supposed to go to do those things?

Until you come up with a good solution, don't "clear out" these encampments. No society that looks the other way once they are made aware of the plight of the individuals like these can consider itself civilized.

Should I pave the roads myself too, and knock on your door to collect your taxes? No, I have a government that is supposed to be taking care of these things. It would be simple enough to have some designated space for people to pitch a tent, and have some portapotties or even running water there. It would also be simple enough to have "sleeping quarters" somewhere like they do in Japan that are just big enough to sleep in, where people can safely store their things and their bodies for the night. Not that hard. No reason why I should have to provide those things myself simply because I object to others wanting homeless people ousted with no alternatives.

Porta-Potties in the encampments? Maybe some would use them and that would help.

I think cities should permit encampments in specific areas, and provide some minimal health & safety services. The difficulty is preventing them from turning into open-air drug markets, so they also have to be policed. With this approach, encampments on public right-of-ways like sidewalks can be banned, and people who chose to live in an encampment can do so. Legally, you can't actually force people to live in shelters.

Two solutions-
Forced hospitalization for the mentally ill chronic homeless
And opening day shelters for those down on their luck.
Camps should be razed and libraries should not be the alternative.
