I flagged a police officer down a few years back over someone yelling death threats semi incoherently on the streets, and the officer lectured me on freedom of speech. I dont blame the officer much, because there are no policies. What does it take exactly to get these people help?

+2. See the heavy.com article on him--he was reported missing in 2017 and it was noted that he may have been in need of medication. All signs point to mental illness. And yes, as another poster mentioned, schizophrenia-spectrum disorders tend to have an onset in late teens/20s.
