Well, presumably Dr. Smith didn't mistreat either of these kids. But if all of the above is true, he needs to put actions into place to improve MCPS so that these types of incidents don't keep happening.

Well they claim he was yelling, then stood up and continued to yell when they told him to stop while the bus was in motion. They then say he tried to bite them.


This is a special needs child. Staff should be trained to deal with incidents like this, and the training doesn't involve putting a minor in handcuffs for having a developmental disability that they can't control.


The police put him in handcuffs.

It sounds like the whole incident was recorded so the burden of determining whether MCPS/police over reacted or the parents are downplaying dangerous behavior does not fall on DCUM.

The Churchill cluster is the worst for students with disabilities. The cluster coordinator who knew about serious problems was transferred to an elementary school when Central Office reorganized last summer

The event happened on the bus, not in Chirchill. I dont think anyone in Churchill would feel sad if the county move the program to other school. Students are bused from as far as silver spring. A few year ago, a student in the same program raped a woman on the street in Rockville!

Let's say this autistic kid is 6 feet tall and 200 lbs. He tries to bite other kids, or he is so unruly that he causes an uproar. This kid's rights trump the safety of others?

I'd sue the system if this kid caused the bus to crash, thus harming my child and other innocent kids on that bus.

The entitlement is off the charts.

I agree there is probably a lot more to this story. We are hearing the allegations of a very angry person spun by an attorney whose job it is to inflame people. Also handcuffs may have been appropriate if the situation was really out of control. But regardless, the school had nothing to do with the handcuffs. That was a police decision. I am reasonable sure that part of protocol is to call the police when things get beyond the control of the bus driver and aide.

Is that why there are so many busses that the student pick up loop is closed at dismissal? They need double digit (around 15 I think ) Special Education busses to bus students all over the county? I thought these students were in the Churchill cluster. For a school that is overcapacity, does it make sense to have students bussed in for special programs?

Regardless, staff working with children with autism should be trained and able to de-escallate problems. Yelling at a child is only going to make the child more upset. What was the crime that MCPS felt the police needed to be called? I feel bad for the child who was treated horribly by MCPS staff.

An attorney's job is not to "inflame people." It's to present a case before a neutral party. And if the school, knowing the developmental disabilities of this child, called the police rather than having competent staff trained to handle autism, they share some of the responsibility if the police's actions weren't appropriate.

Every MCPS high school has some sort of special program. Just because Churchill has a lot of wealthy overachievers doesn't mean that children with special needs have to go elsewhere.
