Definitely not the role of the Director for Public Works. Shouldn't the health dept handle that?

He reported what he saw to the police, who reported it to the Town Manager, who reported it to the Town Council, who told the organization they could no longer meet there.

Then it became a big kerfuffle -- people accused the Director of Public Works of lying (his accusation wasn't backed up by police who were there at the time.) . People accused the Town Council of meeting in secret. (They failed to provide correct summaries before and after a closed meeting when dealing with the issue).
