Nope, also the College of Human Ecology and College of Labor Relations. But Cornell isn't considered the state flagship. The public colleges at Cornell are land grant institutions. |

NY does not have a flagship. There is no large center for R & D that is state funded. Cornell does not count (it is a hybrid of state/private). |
| Pitt, PSU and Temple are all considered the Tier 1 public schools in Pennsylvania. There are a number of others that are considered Tier 2 like Slippery Rock, IUP, Bloomsburg to name a few. |
But Arizona State is better in almost all majors and as a whole. |
Not the PP, but the absolute worst part of Penn State is their location in the boonies. |

+1 I would 1000x rather go to school in a college town like State College than in the middle of a busy urban area like Pitt or Temple. Different strokes... (not a Penn State grad or affiliated with the school, FWIW, but just in general.) |
The ranking of the school has nothing to do with which school is the flagship. Penn State is most definitely the Pennsylvania state flagship school. Pitt and Temple are both funded differently so neither of them are the flagship. And as with any battle group, there can only be one flagship. |
