The car or, if time allows, we find a quiet spot in a park and spread a blanket out. It's not " full on" but, when the time seems right we'll make it happen.
If she is wearing a dress we can be very discreet with almost no risk at being caught in the act.

We use each other's houses during the day. Risky, I know, but the only way to be together a few times a month. We have also managed to travel to the same places but that's too infrequent.

If it's just for sex there a ton of Comfort Inn type motels surrounding DC. Use a separate credit card or cash. My favorite was coordinating business trips where we could stay together at a nice place. We never flew together and mostly did room service which was fine. We lasted five years and no one found out.

You may want to consider just renting an apartment long-term. My friend does this, and that means it's always available. He uses it for other things too, like a place to crash if he's been out drinknig that night and can't drive home. Just a studio apartment on a long-term lease may be cheaper than getting a hotel room every time.
