Do you think it's acceptable to put soda into water cups?

I don't want to have to get up three times in the middle of my meal to refill my water. Sometimes I explain that to them and they'll just hand me a soda cup for free, but when they won't I ask for three or four water cups. Boston Market is the only place I can think of that we go to where this happens, but I know it's happened other places.
I worked at the concession stand in the movie theater back in college and the cups and other items were inventoried each night. If someone wanted a cup they had to pay for it. If we were short at the end of the night we were written up. The issue is with the corporation or management. The workers are just doing as they are told.

I know. That's why I ask for the soda cup but don't push it. I was a cashier once and remember being told if our till was over or under any more than $2, we would get fired.

Or just get your lazy ass up! Or bring a reusable cup! I can't beleieve you can't see your way out of this conundrum.

I can't wait until we elect Bernie Sanders. Everyone will get free soda with every meal. Problem solved! Enough already with the income inequality. Why shouldn't people have soda just because they're poor. I'm hoping that Burger King will also be free.

No, its not ok, and I never do it myself, but I tend not to get involved in what patrons at other tables are doing, or think about it. Total waste of emotional energy.

Nope. It's clear at this place that the small clear cups are for water only. They're not out at the display. You have to ask for them at the register. No one at the table had a "paid" cup. --OP

But you must realize that you can pay for a regular size cup but request the water cup instead of the regular size cup. I have done this many times.

Was it one of the new machines that has a touch screen and about a billion options? I've accidentally stolen sparkly water from one of those because I couldn't figure out how to get just plain water. Granted, there's a large button on the homescreen that says water, which my very amused nephew pointed out afterwards.
