When did DCPS/PCS preschool start?

Only a small number of DCPS elementaries provide Head Start and Early Head Start programming. Those are the schools which receive federal funding as a pass through. i also am unaware of any universal Head Start mandate for teeth brushing.

It's not Head Start if it's not Title 1. Hence all you NWers will not be familiar with these rules.

However, I would not at all be shocked to learn that some DCPS principals don't know the head start regulations. But i assure you, the regulation for teeth brushing exists.

The article I posted, which was from the NY Times, is about national regulations, not Massachusetts.

I'm sorry, but this is simply not accurate. The article you posted relates to regulations adopted in Massachusetts which mandate that certain day care settings implement tooth brushing requirements for all children in their care as of 2010. This is entirely different from any federal requirement applicable to Head Start and Early Head Start, which many ECE programs in DCPS do not have, in part, because of the intensive supports that must be provided to families under the federal guidelines. In other words, just because your DCPS has decided that it is a good idea to have PKers brush their teeth every day doesn't mean that this is being done pursuant to a federal mandate.

My first kid started PS3 at Barnard in 2010. At that time the Head Start program had been combined with expanded pre-K classes funded by the the DC universal preschool program...we were grateful for the opportunity because the caliber of teaching was very good (no knock on our daycare). There was no way to tell who would have been "Head Start" funded and who was not, which is just the way it ought to be.
