Could you please point us to this supposed Head Start "rule"?  If there is one, many ECE programs in DCPS are seemingly unaware of it, assuming they receive Head Start funding at all.

No PP, but in my child's DCPS PK3 class, they brush teeth. According to this article, Head Start has mandated it since 2006: http://www.nytimes.com/2010/01/29/education/29brush.html[/quote]
