I agree. My DH kinda did this when we first met but it was a little different circumstances (had just had 1 meeting in person after "meeting" online). He kept texting me about stupid shit and never mentioned anything about another date. The next weekend came and went and he sent an email with a comment about something that happened on our first meet. I was tired of this chatting and no action so I replied something like "oh sorry, I do that when I'm in the company of a cute guy " within an hour, he was asking me for another date and well, the rest is history. So yeah... try sending a flirty message and see if it gets things going.

He may just be being kind by texting since you made out but he's not ready to take the plunge yet...my feeling is if he were ready he would have asked you out by now. Or he could be like PP's DH...no way to know. I would go back to the meet-up at least once.
Or just go for it, as PP said, taking the chance.
