It really depends on the child. It may be that your child doesn't possess much foreign language ability or doesn't take advantage of opportunities in the area -- like children's theater in Spanish. The goals for FLES are pretty reasonable and you can only expect so much proficiency in the amount of time devoted to it.

Count yourself lucky that you have it -- do you really think that more math or language arts will make that much difference?
