So much of DC is reputation focused that it isn't surprising that people who may be guarded in their everyday lives would want to cut loose a little behind an anonymous board.

Because it would be DC Urban Mommer, so no apostrophe and it's a title, so you capitalize adjectives.

Capitialization in Titles
Always capitalize the first and the last word.
Capitalize all nouns, pronouns, adjectives, verbs, adverbs, and subordinate conjunctions ("as", "because", "although").
Lowercase all articles, coordinate conjunctions ("and", "or", "nor"), and prepositions regardless of length, when they are other than the first or last word. (Note: NIVA prefers to capitalize prepositions of five characters or more ("after", "among", "between").)

DH is a Hopkins grad too. He is an independent IT consultant and makes $400k/year.
