Yes, sleeveless shirt to the house to pay a shivah call is fine. Spaghetti straps, probably not.
Yes, just making a shivah call is perfectly fine. Many people don't go to the funeral service or the cemetery (if you do go to the cemetery though, please turn off the radio in your car when you drive in - it's considered respectful to the dead). You don't even have to say "Sorry I couldn't make it to the funeral/cemetery." I've gone to a ton of funerals and honestly only remembered the people who came to the house.
