| Out of state license plates are not a given for address cheats, but when the plates are MD (and to a lesser extent VA it raises a valid red flag. DC allows reciprocal tags (e ROSA exemptions) for students, Congressional staff, diplomats, presidential appointees, active military or temporary resients. Depending on the basis, the ROSA exemption requires a formal registration with valid out of state drivers license and registration, proof of insurance, proof of residency, active millitary orders (for military) or diplomatic orders. ie probably more restrictive then DCPS registration. |

With the ROSA, you get a DC registration sticker for your window, so it's fairly easy to tell if someone is legitimate. I would say 99 percent of the MD cheaters are not.
Seriously, folks, report it every time, raise the issue at your PTA/PTO meetings, write to the Chancellor, etc. I live near L-T and am tempted to spend the morning photographing the MD cars and sending the pics to the Post and the Examiner. We get used to it when we see it every day, but the average taxpayer would be outraged if they could see what is happening every day. |

Among some communities there's a long list of extended families. The legal guardianship is just one notarized piece of paper of convenience. Therefore, momma lives in Maryland and daddy lives in DC and vice-versa. Then don't even get into the extended family-life of grandmomma, auntie and uncle.
I think the license plate "got'cha avenue" is not accurate and wouldn't hold up in any legal system. Because you are only targeting a small percentage of children at the elementary level. If you really want to see abuse...look at the high-school level in the athletic departments. You'll see more MD tags in the parking lot at events rooting their children on than you'll see DC tags. I know this that last year's a large percentage number of DCPS ALL-Met recognized students heralded from the suburbs. |

Yeah, telling a councilmember that if you don't fix this I will not vote for you. See, we are transient community, if you don't stop messing with child, I will tell all of my friends who are still living in the hood, to not vote for you. Weigh the options. Controlling crime or counting license plates of out-of-towners attending our DCPS. |

I don't think anyone is suggesting limiting reporting potential scofflaws to the elementary school level. It can and should be done systemwide.
The license plate isn't meant to be a "gotcha" but rather a starting place to report the family for investigation. The problem seems to be that DCPS does nothing to investigate. |
Hey word-salad lady - you've been highlighted over on the favorite DCUM posters thread. Love the use of "heralded". But do you really think kids are coming in from MD to play sports in DCPS? The sports programs are not as strong as even PG county,and certainly not as strong as MCPS. What's the draw? The number of DCPS all-met kids is tiny. Based on a quick look at last year - in Basketball there were 2 on the 1st through 4th teams, both from Coolidge. In football there were 4 total on 1st and second teams, from Woodson, Dunbar and Friendship Collegiate. DeMatha and Good Counsel probably had more all mets individually than all of DCPS combined. CH Flowers and Suitland in PG did well too. |
| Everyone's feet need to be held to the fire on this one - from the principals to councilmembers to DCPS headquarters. With hundreds of DC kids on waiting lists for various PS, PK and OOB programs, there is no excuse. |

12:21, you have to remember. The sports program is strong for those who are second rate in the counties. You might be a second rate in the counties but come here and you're a star. The All-Met stats are small but are volumnous in comparison to what DCPS offer and if you attend the power-house schools of Dunbar, Woodson, Friendship you are relatively free of competition.
You have to look at all of the teams 1st through 4th teams and honorable mentions. Yes it pales in comparison but our league is not large either. Keep in mind you'll see an increase of the county school second-rate players coming to DC due to the incorporation of the city's play-off structure. I am just using the All-Met quote as a reference point but if you really want to follow the bouncing ball. Just take a look at the little-league all-star teams that play at Rosedale ( MD. license plates) eventually many matriculate to our DCPS traditional and charter schools. |
| I've heard AA parents say that though they now live in MD, they grew up in DC and wanted their kids to go to the school they and their parents before them attended. Some of these parents use their parents addresses and, no, they seem to think nothing of it. However, I also heard a Vietnamese immigrant who is a MD resident at my downtown hairdressers' who has no legacy claim casually mention that her kid goes to a nearby charter school. How? She uses a friend's address. Why? It's convenient to work. With her hours, she would never be able to make it home in time for pick up and on her salary she probably can't afford aftercare. Can someone who knows more about taxes than I do tell me why providing a DC tax return is not ironclad proof of residency??? |
| There is a residency office in DCPS that does investigations and excludes MD families from DC schools. They only have two staff members, so they are swamped. |
| Proof of residency at our charter can be a payroll stub showing DC taxes withheld. Not sure why something like a payroll stub, DC tax form or property tax statement isn't asked for as proof of residency. |
| What is iron clad proof? Also, if DCPS only staffs two people in a division that requires so much work. Then that should tell all of you "license plate peekers" it's not a big deal. |
