MD scofflaws?

00:50 - how much house/tent can you afford? There are low priced options in DC. But then you'll have to play the lottery, as I did, since I couldn't afford Ward 3 or inner Capitol Hill either. Deanwood, Brentwood, Woodridge, Anacostia are all pretty affordable.

It's working out for me so far. We got into several desirable schools through lottery. It's admittedly early in the education process for us.

Before they start investigating random cars with out of state tags, they should start in house with all the the teachers who have enrolled their children in DCPS while living in MD or VA.

Why should this not be a legitimate perk to the job of teaching in DCPS?

Agreed. It should be, and perhaps at some schools it actually is, and if so, well done to the Administration. It happens at many child care centers, and many private schools. Teachers put a lot of time and effort into their work. They should receive some type of assistance with the educational needs of their own children whenever possible.

As of this week I was at DCPS high-school football scrimmage and I noticed a parent who had her son enrolled in a catholic middle-school last year. This parents resides in PG-County. Well her son attends a DCPS school and I inquired did she move to DC. She said "hell no" but as long as his daddy lives in DC, I'll let'em have the DCPS thrill for awhile. But if it doesn't work out well, he'll be on PG County roles in a heartbeat.

Hence; School swapping.

Because the rules are the rules. They don't pay DC taxes.

If the father lives in DC and is paying taxes why can't the kid go to school in DC? I live in MoCo and there are defintely kids with divorced parents who live on both sides of the line who are attending MCPS.

I swear I've been on these boards for three years and this comes up like clock work, generally twice a year - school starting and lottery time.

There is all this anecdotal evidence. A couple of times in the past 3 years it's attracted some level of attention - there were hearings, right, at the DC Council, and some announcement about the investigative office. And then it dies down again.

Seriously, I would LOVE to know how serious a problem it is. And having endless anonymous people posting on here "it's a big problem! I see plates all the time!" is not a serious answer to "is this a big problem?" Is it a problem at the early childhood level? At charters? At High school? When and where? Is it counterbalanced by the cheaters from DC to go to MD/VA schools?

What is the scope of this problem? I am sick to death of venomous posts on this forum bitching about, let's face it, African American cheaters. It reeks of racism and classism and there is never any hard evidence and it's all just so pointless.

POINTLESS. It is pointless to bitch on here about big SUVs from MD invading DC. Maybe it makes you feel better. But other than that it's pointless. Organize and demand some real answers. Send complaints to your school. Use this forum to do something - anything - other than offer the well I know someone who knows someone pointless anecdotes.

PG parents are paying insane taxes, AND the schools are crappy. These parents don't have the option of diverting their tax dollars, or I'm sure they would. If you're fine with the political organization of the region preventing parents who can't afford DC from having *any* mechanism to access good schools, and you're especially OK that these are primarily middle-income Black families... nuff said.

08:12 - thanks - we are pressed paying under $200K and that's with about half the taxes I'm seeing here. Really not sure how we are going to make this work.

What is your HHI, where do you need to commute to and where are you living now?

OSSE was supposed to set up a false information hotline as of the May 2012 law. Chapter 3. Residency Requirement and Nonresident Tuition http://weblinks.westlaw.com/result/default.aspx?cite=UUID%28NDC4C708097-D911E1A6CD8-C749BFBCA5E%29&db=1000869&findtype=VQ&fn=_top&pbc=DA010192&rlt=CLID_FQRLT58555315416298&rp=%2FSearch%2Fdefault%2Ewl&rs=WEBL12%2E07&service=Find&spa=dcc-1000&sr=TC&vr=2%2E0

The head of OSSE, the Deputy Mayor for Education, and the Office of the Attorney General should be the ones to give "real answers".

The scope of the problem from OSSE audit can be found here. http://osse.dc.gov/release/osse-moves-forward-non-resident-enforcement

Non-resident students who did NOT pay tuition (and % makeup of total enrollment)
DCPS 126 (0.3%)
PCS 32 (0.1%)
Non-Public 118 (6.9%)
Total 276 (0.35%)

Proving that parents or admin knowingly provided false information is tough. Witnesses would have to be willing to go on the record. The best bet for compliance is for principal's to have honest conversations with parents and to put up the required signs. Parents shouldn't have to rat each other out.

I know of two families that either cheated in the past (kids are grown) or are currently cheating. I am not going to rat anyone out but it does seem odd to me that I know of two families and I am just one person. So likely there are many other people like me that know a couple of cheaters. This all adds up pretty quick. I guess it is still going to be an issue if there is no investigation by DCPS and Charters since I am not going to rat out the family I know. The dilemma....

Through my associations at church and through scouting, I personally know 15 MoCo and PG families that send their kids to DCPS or DC Charter schools. Most do it for convenience (commuting) or special programs (PreK, Duke Ellington, desired charters, etc.).

I also used to take my daughter to a (private) daycare near the Suitland Federal Center. I would drop my kid off, park at the Suitland Metro station and take the train back into the city for work. Every day, dozens of kids would get on the train with me, weating DC Charter school uniforms.

It could be a car used in a business that is registered in MD. I have friends who live in DC and I always do a double tag when I see their car but he uses it for their MD based business.

$70K, and we have $15K in unusual expenses. We need to be near BW Parkway.

Anacostia, Hillcrest (smaller house), Brentwood are options for sure.
