This is authorized by law. They did not get any content of the communications, and were not able to listen in in real time. You are just making sh!t up.

The biggest difference is that US District Judge is a real thing and "local superior judge" is not. If you mean that he's the Chief Judge of the DC District Court, there's actually not that big a difference. He handles some administrative functions. That's it.
