This guy was a classroom teacher, and then a union leader. Most public school teachers in MoCo are also union members, so I'm extremely confused about why you think this is so far beyond the pale. It's just a very very normal background.

Of course he's qualified. It would be weird if he had no experience in education. Being an MCPS teacher and union leader are great experiences for a committee staffer.
