Why they want to do that before cutting programs and/or improving efficiency? What's the goal of simply reducing headcount?

What would they do if there will be not enough employees to do the job? They have to hire new people, or they don't care and let everything fall apart.

I don’t think anyone knows. If they’re truly offering 8 months of salary, which I kind of doubt, this would be something entirely new, so there’s no precedent to look to to answer your question.
