I'll say got for the kill. Namely just caress him in a way you ladies know how to do to get a man's attention. Smile at him in a sensual way. When you walk past him make sure you accentuate your hips/butt moves. Men are easy to get if they are interested. I wish more women would approach us to be honest. A guy has to work 100 times harder with very low changes of success to have a woman he is interested in even if the interest is mutual. When the interest is mutual, it is really is for a woman to get the guy she wants. We guys don't have mental clipboards checking off stuff, we don't expect you to "earn it", we don't play hard to get, etc...

Just be aware that should you be successive, you might jeopardize your crush's job. If he has any responsibilities for the contract that you work on, that can trigger a flag on his personnel file. It's highly inappropriate for a civil servant to engage in a romantic relationship with a contractor that works on a contract he has any oversight on.

Is your contract almost over, or are you moving on soon? I was in a similar situation, except not the pursuer, and basically the groundwork was laid while on contract. Only once it was clear I was moving on did it lead to asking out. If your contract is ongoing, first thing you need to do is check the contract for a fraternization clause. Then try to find out if the federal agency has one. Then proceed slowly and carefully.

The lady is asking a very reasonable question and that's honestly a great way to meet someone. While I am glad we have gone after predatory men it's a shame that tiny fraction of useless pseudo men has ruined it for everyone. Both men and women now have to carefully walk on landmines if they find someone they are interested in at work.

You could put your career and his at risk by getting into a relationship given the reporting relationship. Wait until the project is over before you do anything. I hope it works out for you.
