large publics outside of MD - not southern

I think MN is the next WI.

Big, football, lots of opportunities, merit.

My bestie with great kids who are only okay students sent one to MN with a lot of merit and they were happy enough, kid had a good job well before graduation. But with younger they really worked a WI waitlist - they clearly still saw WI as a half step above MN. In end, got in and took WI with no merit over MN with some merit. (they had no need for merit so if you do, your math will look different)

Also for the UVA, maybe Im wrong but assumed if we didn’t get into UMD, prob not in UVA and I think their tuition OOS is out of our price range. These are just my assumptions though.

Those stats won’t get him in Penn State or Purdue much less as safeties. UVA is completely off the table.

3.8 with 10-12 APs seems strong to me. Does he have an SAT/ACT score?

Based on those stats and likely TO:

WVU
GMU
Kansas
Arizona
Maybe Iowa

Then you obviously don’t have a child going through the admissions process this year. Kids with much higher GPAs and rigor with impressive ACT and SAT scores are getting rejected and deferred right and left.

Oregon, Michigan State and Indiana as safeties.

Wisconsin as a match

Ohio State has gotten quite competitive.

I also recommend UNH/UVM/UMASS, which are somewhere between a safety and match. I think your kid would get in with his stats. Esp UNH and UVM!

It is critical to understand that, with a few exceptions, most public universities do not give any need-based financial aid whatsoever to OOS students. If cost is a concern, look for those that offer some merit.

Some state flagships not in the south: UMaine, Purdue, Montana State Bozeman, UUtah, Arizona State and UArizona, UIowa and Iowa State, UOklahoma, KState and UKansas, UKentucky. (Look at a state map for more ideas, seriously.)

No I don’t. Ugh. So disappointing.

And they offer good OOS merit.

No Wisconsin and Ohio State with those academic numbers. This is 2024. Not 2000.

Kentucky is indeed in the south.

This people have no idea how crazy the admissions are this year. Go on college confidential and look at the stats of kids getting rejected from these schools it’s wild. (Purdue, Ohio State, Wisconsin, Penn State, Syracuse, etc)
