The term is excepted, not essential, but otherwise all of these posters are correct that you are allowed to do zero work during the lapse. Find a hobby and count your blessings.

During the 2013 shutdown I was traveling overseas for work and had to immediately get on the phone with the airline to change my flight back in the middle of the trip. Once home I did projects around the house, and time just flew by.

My agency is very clear on everyone not working during the shutdown.

I doubt there will be a shutdown, but I'm so disgruntled right now I almost want one, as a non-essential employee. Almost because I know the damage to the country is a bigger deal than my personal job dissatisfaction.

Well, I am exempted, so I might have to cancel my October vacation and work instead for delayed pay.

My partner is IRS and they've been advised that their funding in IRA means they stay open. While I'll miss the fact that they did like 8 house projects while on shutdown, I'm happy to not have my emergency fund used as cashflow assistance for a stupid manufactured crisis.

We're fee funded, but we need permission to use those fees. It's usually given, but if the executive wants to make a shutdown bite, it isn't. I think 2013 under Obama was our only actual 'shutdown'

He will receive strict instructions not go conduct any federal business if there is a shutdown. If he’s smart he will listen.

You can ask others in your agency in the same role as you what happened the last time and that will be the best predictor of what will happen this time. Your agency is unlikely to tell you anything about their plans until the last minute. I think you are wasting your time worrying about this now though, wait until the last week in September before you think about this.

It's not a felony to do unpaid work. It's a felony to accept someone else's unpaid work.

What's your plan for the chaos if the government isn't shut down?

Every federal agency is requirement to have a lapse in appropriations plan on their public facing website. Google yours, find your office and read what they plan to do.
