The article said the FBI agents were not allowed to investigate Giuliani because trump officials told them to stop. There is plenty of proof.

Understand what the definition of "agent" is in that context. It doesn't mean he was actively recruited and trained by the KGB and its successor, but rather, he was groomed over years. And where Rudy is concerned, hes, he cleared out the Italian mob to make way for the Russian mob. The media praised "America's mayor" post 9/11 for this without, you know, the second part of the equation, which resulted in all of those pencil skyscrapers with empty, but Russian purchased condos in NYC. Miami has the same Russia problem as well. And if you look at the report, it also notes complicity with officials in Missouri, Kentucky and other states.

Intersting that Rand Paul's kentucky office had a mysterious fire yesterday.
