PP here. FWIW I think Barry is underestimated by people who don't remember him. His first two terms were pretty competent, and he started the re-investment in DC a decade after the 1968 riots. That said, his third term ended... badly, and his fourth term was a dumpster fire.

This is a fabulous answer. Regarding the OP, Fenty and Gray were both better than Bowser.

Gray was responsible for the beginning of the end of Tony Williams' efforts to fix DC. Gray is the one who came in to say DC wasn't broken. Fast forward to our post-apocalyptic landscape today when outside my NWDC window, I see loiterers, empty storefronts, and "doggie parents" instead of actual children playing.

How?

Why doesn't Williams consider coming back for another run as Mayor?

He has been begged to do so but declined. I presume for personal reasons.

But also, DC seems collectively determined to hit rock Barry-style bottom again, having learned nothing from the '70s and '80s. What can any competent, willing public servant do in this climate of self-destructive voter idiocy? Would Williams even be elected today, with a message that DC could attract and keep affluent families and become a great city? Or would this be knee-jerkedly condemned as racist/unprogressive/hateful, etc?

Tony Williams was the best of the best. Nobody can and ever will ever compare to him. I saw him a few weeks ago at Devon and Blakely and he's still as humble as ever.

It was all smoke and mirrors, even in the beginning. The rot set in very quickly.

By investment after the riots, there was hardly any in the District until the mid 80s.

Williams was responsible for DC's glory days. It was truly great to live here for many years. Alas, that time has passed. Any idea who could be a Tony Williams 2.0. This city will die a painful death if we don't get competent leadership.

Williams could never win today, he would be too middle of the road for alot of these progressive-types.

He was right for DC at the time, his time has passsed and I understand why he wants nothing to do with the job.

Trayon White would be Williams 2.0

Well Barry didn't become Mayor until 1980, so you basically agreed with PPP. I bet you weren't even around during that time. It's weird how so many newcomers think they know what was happening versus those of us who were here and endured the good and bad.

Trayon could fix climate issues. He claims Jews control the weather. Only in a place like DC could a guy like this keep his office.

Marion Barry is the only one anyone remembers, always had DC in the news. Sometimes favorably, sometimes not so favorably.

The guy with the bow tie would be 2nd, beyond that no one cares.
