Gray was responsible for the beginning of the end of Tony Williams' efforts to fix DC. Gray is the one who came in to say DC wasn't broken. Fast forward to our post-apocalyptic landscape today when outside my NWDC window, I see loiterers, empty storefronts, and "doggie parents" instead of actual children playing.

Gray straight up said DC was no longer seeking to attract and keep middle class families. DCPS responded accordingly. Hence the actual educated parents getting replaced by a revolving door of childless doggie parent types.
