The Maryland Center for School Safety must be notified of any “critical, life-threatening incident” that takes place in a public school within 24 hours after the school learns of the incident. MCPS did notify the state in the proper time.

However, school officials then must hold an after-action meeting and review within 45 days. This did not happen concerning the two stabbings. The review was held in the required time concerning a shooting in the bathroom of Magruder High School that left one student seriously injured.

The stabbings were reported on time, but "school officials then must hold an after-action meeting and review within 45 days".

And you would be wrong. MCPS failed to follow the law that required these incidents be reported promptly and that an After Action Meeting be held and that a final report be transmitted to the governor.

Then why isn’t the Board and MCPS holding Ed Clarke accountable for an ethics violation if he isn’t being truthful? Clearly he should have known if he helped write the law. Clearly safety is not a priority if it takes four to six months to have a meeting when a potential deadly incident happens on school grounds.
