Testimony disputes your claims
The IRS officials said that Two US Attorneys, two DOJ Tax attorneys, and the DOJ tax deputy asst. attorney all assisted with the investigation and agreed with the prosecution of felony charges in both the DC and Central District of CA courts. But, those US attorneys refused to cooperate.

I was a federal agent for 30 years. Both party administrations were guilty in applying prosecutorial discretion to benefit some politically aligned person or company. This is nothing new and none of my 7000 colleagues or I thought to become whistleblowers each time it happened.
