Manafort's crimes happened a while back. It did not take a special counsel to prosecute him. Why was he never prosecuted for them?

Manafort committed his crimes when Mueller and Comey were FBI directors. He only ran into trouble after he joined Trump campaign and became a target of the opposing party.

It does feel like an abrupt end, but I wonder if that’s more to do with the 2020 election. I think Mueller really does care about the integrity of the investigation, and I don’t think he’d want to undermine its credibility by pulling a Comey and releasing something once election campaigns have started in earnest.
