| Walkability person here reaching out to Oyster Adams: agreed. That is a huge issue. It takes the whole point of improving ALL schools to a whole new level. I just wanted to point out that everyone has their concerns, and they are all valid. That does not diminish the Oyster crisis though. I agree that is a big big issue. |
It's not a priority now, but could be depending on how the overcrowding shakes out. |

New boundary decisions should be driven on boundaries that make sense for commuting, and natural mobility patterns in neighborhoods. The 1968 boundaries were clearly designed to respond to the riots and tensions of 1968. For example, the boundaries are often inclusive of areas closest to Maryland, to prevent suburban flight, which is a short sighted flawed political consideration not necessarily a geographical one.
Good planning should establish a radius around school boundaries as a logical first start. Individuals who live within a specified limit (less than one mile for example) from the school should have access to their neighborhood school in boundary in order to promote walkability and limit congestion. I understand that many of the current boundaries place the school at the outermost limits of a community to create artificial boundaries which likely was done to exclude families within a natural radius around a school. I am very interested in walkability as a DC resident who believes strongly in pedestrian friendly solutions. Many of the current boundaries seem to go against these principals in Ward 3, and the proposal actually aggravates the situation. For example, I have noticed that in Tenleytown, one of the most walkable areas of the city, students who live blocks away from schools would be further excluded from the closest schools to their homes in order to favor commuters who drive from regions at the outer limits of the city. It is key that to advocate for decisions that are based on sound planning principles -- walkability seems like the best place to start. We don't want to repeat or exacerbate the mistakes of the past. |
We also want to actually provide schools for all kids. Where exactly would you place the children that live between Janney and Murch and the DC border with Maryland since they are apparently tier two in your utopian world. There are no other schools. Have you looked at a map? We are not starting form scratch and these schools were all built before the tensions and riots of 1968. |
If the one mile radius is your criterion, this whole discussion is moot. ALL of the Murch area that is proposed to be shifted is within a mile of Hearst. In fact, Murch Elementary itself is a 1 mile walk from Hearst. |
And I just google mapped it, Hearst is .8 miles from Janney, I expect less as the crow flies. |
Let's be honest. While walkability is a concern, it is not really the main issue for the majority of Murch posters who have kvetched through 10 pages now. Although the complaints have centered on walkability, traffic and proximity issues, the real problem (if they were being honest) is that many perceive Hearst to be an inferior school (according to their own measurements and priorities). It's just that simple. Quite frankly, if that is the way some of the posters feel (I believe only one has stated this directly), then I can respect that because your measurements and priorities are your own. Fight the fight for what you believe is best for your child, but do please let this thread die. |

Right, therein lies the rub. All 3 of these schools - Janney, Murch and Hearst are so close together the intersection of their 3 boundaries will always be subject to "oh, but we're so close to School X, we should go there..."
from an overall neighborhood perspective - not a block by block perspective - it really makes sense to fully utilize all 3 of our neighborhood schools. And right now the only one that has any meaningful capacity for additional neighborhood kids is Hearst. hence the proposed boundary shift.... current murchers should argue for grandfathering (or even slight re-shift to keep chesapeake and brandywine in murch if they want) and i would support that but in the longer term a larger boundary for Hearst simply makes sense and the line between murch and hearst is the logical place to make the shift. also agree that more of all of our energy should be directed toward ensuring nothing crazy like choice sets or city-wide lotteries at any level DO NOT happen. AND that we should be forcing the conversation with DCPS to hear what specific plans they have to improve neighborhood school situations in other parts of the city. |

So, this may be the case for some Murch folks and while current Hearst families feel those perceptions are based on old or in some cases simply incorrect information I get it that some people will hold on to those views and simply won't ever change. Fine. For that slice of the Murch population who are open to the possibility that schools, just like any community, evolve and develop and change over time I would say - go check it out, talk with the principal and the teachers and current families and then draw your conclusions. I know some Murch zone families have done so and I really appreciate their willingness to gather current impressions first-hand. |
No. I'm fine with boundaries being changed on the margins. If you are 6 blocks from one school and 7 from another, then there may be reasons to be zoned for the 7 block school. That's fine. What is not fine is to be 2 blocks from a neighborhood school and not be allowed to attend it. Most of the students at the school will be coming from more than 2 blocks away. It is beyond ridiculous that PP shouldn't be zoned for a neighborhood school she could see from her roof. If this is not true, then there is really no point to having neighborhood schools at all. |
But there are families IB for Hearst that can see Janney from their front porches, they do not even need to climb up on their roofs to meet the new "roof standard", shoudl we be expanding the Janney boundary at this point? Of course not. The standard should be boundaries that make sense in light of all circumstances, of which walkability (or viewability) may be AN important factor. |
I'm not creating a "roof standard" - that's a straw man. The point is that shifting kids in the middle one way or the other may make sense, but there needs to be a logical radius around a given school, and two blocks falls within it. I don't personally have a dog in this fight, I am completely unaffected by the outcome. I simply find it astonishing that PP who bought her home 2 blocks from her neighborhood school, whose boundaries haven't been changed in at least two generations, with the reasonable expectation that the school in her neighborhood is also her neighborhood school, should have that taken away. Eaton--like Hearst has a large OOB population. Why? Because only 160 grade appropriate children live in boundary for Eaton of which 80% attend the school. There are only 47 grade appropriate kids in the Hearst boundary. Even if every single one of them attended Hearst you'd still have plenty of room. While Eaton has much more capacity than Hearst (they currently house 470 student while Hearst is under 300), they both have small boundaries where very few school aged children live. While I am sure that the Eaton community would like to keep Deal as their feeder, there really is no practical argument for rezoning even a handful of the 160 inbounds Eaton students to Hearst since both schools have plenty of room. |
