Far more than a quarter of drivers will qualify for this. The unemployment rate in DC is about to skyrocket. DC government expects 40,000 DC residents to lose their jobs as part of Trump layoffs.

If you're offended by the rich buying their way out of legal problems, then you should equally be offended that these scofflaws are getting a huge break for no other reason than their low wealth. We aren't talking minor infractions here, either. These are serious crimes that could have killed people.
